MINUTES OF THE REGULAR MEETING – July 31, 2006 5:00 PM

Present: James and Pam Richards of 77 Lakeview Lane
David and Barbara Fitzgerald of 89 Lakeview Lane
Andy and Judy Sheehan of 2451 Schoolhouse Road
Brian Zeiner of 202 Lands End
Patricia Calder of 57 Lakeview Lane
David and Karen Spidal of 84 Lakeview Lane
Also Present: James Joyce of 121 Schoolhouse Road
Susan Voudren of 257 Hartland Road
A group of taxpayer’s, (listed above) were here to express their concerns about the maintenance and condition of Schoolhouse Road. Two letters were presented, one which also included photographs, both also addressed Schoolhouse Road condition. They also presented and played a video of the condition of the roadway.
The Selectmen agreed with the points that were made. Discussion followed regarding past and future maintenance of Schoolhouse Road as well as all roads in Tolland.
James Joyce of 121 Schoolhouse Road spoke and felt that the beginning of Schoolhouse Road was in the best condition that it has every been.
In light of the fact that the Highway Superintendent was not reappointed there will be changes.

Wesley Greene II approached The Selectmen and asked why they had not reappointed Highway Superintendent, John Panaia. Wes stated that it was all political. Jim Deming told Wesley Greene that John was not reappointed because he did not meet the requirements of his job description.
James Joyce, Chairman, The Planning Board discussed the filing of the boards paperwork he felt that it was the responsibility of the Town Clerk. Town Clerk Susan Voudren disagreed with Mr. Joyce and informed him that it is the responsibility of the Town Clerk to keep all town records. The Board of Selectmen voted that all Planning Board filing will be taken care of by The Planning Board Secretary. Mr. Joyce will discuss the filing issue with his board.
Susan Voudren, Chairman, The Board of Assessors requested that the board increase the mileage reimbursement rate to the current federal rate. The board voted and agreed.
Letter received from Barbara O’Brien writing for The Historical Commission asking to be permitted to look at any historical furniture and records in the basement of the Library and be allowed to have first opportunity to keep and preserve any or all articles for the present and future Historical Commission.
Selectmen reviewed a quote from Tyler Equipment on the repair of the loader. The board took the quote under advisement.
